GSC changes at NSERC

It seems that GSC operating procedures changed fairly dramatically in this year’s competition.  While the results of the international review and DG review were widely publicized, the more important changes to the method used for deciding grant amounts seemed to have caught even the GSC members by surprise.  Makes it hard for researchers to compete for funding when the rules keep changing.
